Adds manifests for tisun2.OofManager version 1.1.6.

Changes in this release

• Bundles the official Microsoft PowerApps CLI prerequisite in the installer so automatic Power Automate Solution import works on fresh PCs without requiring users to install pac manually.
• Clarifies the top OOF status line as Outlook/Exchange scheduled OOF state.
• Adds a separate Power Automate cloud flow status row and Check flow status action in the cloud schedule card.
• Updates the README to highlight automatic Power Automate Solution import and cloud flow on/off management.
