[BUG] mgt-todo checkboxes are being checked/unchecked in read-only mode

Describe the bug
In read-only mode, the check boxes can be checked/unchecked.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://mgt.dev/next/v3/?path=/story/components-mgt-todo--read-only
2. Click on a task from the list.
3. Todo tasks will be rendered for the tasks. Check/Uncheck the check boxes.
4. See error

Expected behavior
In read-only mode, all the controls in the component should not be interactable.

Screenshots
Last task on the list is checked but in read-only mode I clicked the checkbox and unchecked.

Unchecked boxes, when clicked, they disappear.

It looks like a "visual" bug in that there's no attempt to change the state of the task. Given this I'm comfortable if we don't get this into v3 GA but it goes out in our first release after that.
Assigning this to v3.1.0 for the moment and if we happen to deliver it sooner then that's cool too.

Agree with Gavin. I moved it to 2023-07 as after v3, we'll go back to release trains!
