moving development to git.cons.io

Hello folks,

Given the degrading conditions surrounding github, and the fully justified mass exodus of open projects... we are also jumping ship.

Development has already migrated to https://git.cons.io/mighty-gerbils/gerbil

We will keep the github repos around indefinitely and sync them on release, but no new prs will be accepted here.
Please contact the development team in gitter for contributor accounts. We are still figuring out protocol, but open unmoderated signups are untenable for self hosted repos.

Some thoughts on the protocol for contributor accounts in git.cons.io:

• everything should be documented in CONTRIBUTING.md
• new contributor account creation should be moderated through human interaction in the matrix/gitter space. We all hang out there.
• if you have already contributed in github, it should be trivial, just tell us in one of the gerbil channels in matrix.
• if you are a new contributor it should be easy. I think by coming to the matrix space and engaging should be enough to prove an actual human with intent. The problem we want to avoid is spam accounts and ai junk, so someone motivated enough to come to matrix should be enough.

Also note that this represents a great oppourtunity to expand development cadence for new packages. We can create a top level space (say gerbil-contrib) to host new packages. We alreay host core team maintained packages in mighty-gerbils so this gives a nice path to transitioning packages and good cadence for hosting while minimizing supply chain risks.
