Why the changes were made

The oadp-1.5 branch is a dependency backport from oadp-1.6 (Velero 1.16, controller-runtime 0.19.3, version strings, etc.). There was no branch-specific documentation explaining:

  • What the branch is for (OCP 4.19–4.21 / OADP 1.5)
  • How it differs from oadp-1.6 (code, dependencies, CLI vs platform behavior)
  • How to build, test, and maintain the branch
    This PR adds docs/OADP-1.5.md and links it from README.md under Release branches.

How to test the changes made

Doc-only change; no code or dependency updates.

Was curious: do we have something similar on 1.6 and oadp-dev?
We might not need it since this is a one time thing back porting and adding new release branches
