Switch to the cloudwego/eino framework

In order to facilitate having gptcli work with different LLMs this
commit switches the chat competion API from an OpenAI specific API to
the cloudwego/eino framework, which includes an LLM abstraction that
makes this straightfoward. Additionally the framework also handles
tool call processing and response.
