Bug: expect-cli hangs silently with -u flag on localhost

Command: expect-cli -u http://localhost:9393 -m "test the todo list app" -y --verbose

Version: 0.0.23

Behavior: Process starts (visible in ps aux) but hangs indefinitely with no output(starting.. timer), no exit code, and empty .expect/logs.md. --verbose produces no additional output.

Fixes for this are going out now on main:

• Base URL is now enforced at the MCP layer — the -u flag injects EXPECT_BASE_URL into the browser environment, so the configured URL is used regardless of what the agent decides. (01ab29c2)
• Plan events now reset the inactivity watchdog — the 180s timeout was too narrow and could trigger while the agent was actively planning. (735d0643)
• Default log level changed to Info — .expect/logs.md will now always contain diagnostic info even without --verbose. (2fadb62f)
