Update references for the move to milo-os#609

Updates container image references (ghcr.io/datum-cloud/milo -> ghcr.io/milo-os/milo) and GitHub repo URLs (github.com/datum-cloud/milo -> github.com/milo-os/milo) following the org transfer from datum-cloud to milo-os. Does not update references to datum-cloud/actions, datum-cloud/test-infra, datum-cloud/enhancements, or other repos not transferred to milo-os.
