add readme template, strip redundant notebook metadat and enforce LF line embeddings

Changes

1. Added standardized README and README_ZH templates to ensure consistent documentation across notebooks/projects.
2. Removed redundant Jupyter notebook metadata to reduce noise in version control and improve diffs.
3. Enforced LF line endings across relevant files for better cross-platform consistency.
