VS Code Extension to make using Changie easier

I love Changie and use it in almost every project. The only issue I have isn't its fault at all. More than once, as I manage much of it via CLI, I've entered a changelog entry in the wrong repo. As I tend to do better with stuff like this in my editor I decided to create a VS Code extension so that I could use it there and, I hope, reduce some of those issues.
