Document viewer role suggesting mode

Summary

• Updated editor/suggestions.mdx to document that viewers are automatically locked into suggesting mode and cannot exit it
• Updated dashboard/roles.mdx to add "Make suggestions in the editor" as a capability available to all roles (viewer, editor, admin)

These changes reflect the viewer-only mode for the editor introduced in mintlify/mint#6494, where viewers are placed into a permanent suggesting mode with no ability to directly edit, publish, or upload media.
