Add CLI troubleshooting for npx version resolution

• Adds a troubleshooting entry to the CLI install page for a bug where running CLI commands via npx could cause the CLI to incorrectly connect to localhost instead of the production API.
• The fix shipped in CLI version 4.0.1125. The troubleshooting entry helps users on older versions identify and resolve the issue.
