Modernise build and CI

• build with jbuilder
• use a modern Docker-based travis
• use the new io-page-unix dependency

FYI this is in contrast to our discussions elsewhere, and #18 (opened in 2015) suggests that we can easily remove this io-page dependency (yes, once there is netmap support, there may be use for page-aligned buffers, but I barely see anyone working on unix+netmap)

I'm still keen to remove unnecessary dependencies but my focus today is fixing the revdeps following the io-page depext removal (where the new top-level package was created). I don't want to leave the master branches of the repos out of sync with the published universe for too long. After building is green I can take a look at this in more detail! I don't want my PR to get so big that it kills datakit-ci ;-)
