Automatic sync with LoopAlgorithm

Create github actions that runs the following when there is an update to the LoopAlgorithm:

• Run tests to verify that the code does not break with the new updates
• Distribute a new dlib based on the update
• If failing, I will get an email --> have to fix or report to Pete/Mark
