429 too many requests by media cache

💡 Summary

During the last days I'm getting HTTP errors 429 by media proxy delivery. Emoji reactions and media previews can't be rendered in timeline.

🥰 Expected Behavior

Full loading of emoji reaction and attached media

🤬 Actual Behavior

📝 Steps to Reproduce

I dunno how to reproduce, because is random, btw:

1. open federated timeline
2. see: some Note's custom reactions are missing
3. see: image preview are blurred
4. click zoomed image, also full image is missing
5. right click, open in a new tab, error 429 appears
