This adds the plugin settings form to a site-level admin page (under Settings), in addition to the network-level admin page which was previously defined.

It is important to note that there is still just one set of settings values - so if this plugin is installed on a network, any site on the network will have the ability to change the values for all sites on the network. This is an acceptable condition for our use at the MIT Libraries, but in the slight chance that someone else is using this plugin, please recognize the implications of this change.

We are taking this step because we are starting to disaggregate our network of sites into separate installs, so a network-level form will no longer make sense for our use case.

This is a second beta release, affixed to the development branch rather than the build branch.

It turns out that code from the development branch isn't available on build before the branch gets merged... who knew.
