Add semi-transparent overlay to Banner on channel pages #1045

Description/Context
We need to add a black semi-transparent overlay on the banner in channel pages https://mitopen-rc.odl.mit.edu/c/offeror/ocw etc so that the white text pops out more.
Plan/Design
Add an overlay to the banner on offerer pages that contains a css semi-transparent overlay.
Please ensure that all banners have a 30% #000000 overlay on it so that text appears legible and accessible. Please also ensure that all banners are arranged like they are in image attached.
