Create api endpoint for retrieving program letter info (or add program letter info to some other existing endpoint) #556
Description
We need some way for the frontend to retrieve program letters with the shareable links. It does not seem like we currently do not have a way to get program specific data for a user. This will need to exist in some form before we tackle this - we have this ticket to address that
