This change adds a new feature to calculate a recommended fuel rate when fueling is disabled. The recommended fuel rate is determined by checking if the egg laying rate is high enough over the shipping rate to enable fueling at different tiers (10%, 50%, and 90%). The recommended fuel rate is then displayed in the stats output.
