The first TSC has expired on 11-13-2019, without electing the next TSC member nor finding out alternative governance model. The TSC term should be extrnded to 03-31-2020 so that they can make decision on the governance. Signed-off-by: Akihiro Suda <akihiro.suda.cz@hco.ntt.co.jp>
