KeyVeiwer (4.13.1 at least) ignores placement settings

it doesn't ignore offset settings but it ignores locking it into parts of the screen, this has prevailed into a previous instance of KV I had

Since the code for Key Viewer V4 is currently too complex and we are developing the next version, it is highly likely that we will not be able to resolve the issue.
