Change logviewer to use python3.10 by default #3369

It depends on what standpoint but mainly, no.
Describe the solution you'd like
It's mainly in the title but change logviewers pipfile to 3.10 cause the bot doesn't use python 3.9 so the logviewer may aswell use python 3.10 too.
Does your solution involve any of the following?
- Logviewer
- New config option
Describe alternatives you've considered
I don't really have alternatives for it.
Who will this benefit?
It won't really benefit but it makes it easier for new people to host it as if they see that it doesn't support 3.9 they may get confused.
