Mod tile background flickers when toggling enabled/disabled state

Describe the bug

After the fix that added back the visual indicator for disabled mods, there's a weird flickering color on the background of the mod tile whenever you toggle a mod on or off. happens every time you enable or disable something, the background of that row flickers for a moment before settling.

Steps to reproduce

1. Open an instance and go to the content tab
2. Toggle any mod on or off using the toggle switch
3. Notice the background color of that mod's tile briefly flickers

Expected behavior

Toggling a mod should just update the toggle state cleanly with no flickering on the tile background.

Additional context

Started happening after the fix for the missing disabled indicator was added. Wasn't there before that. it's not a huge bug but pretty visually annoying
