v2.13.1 - Slash Command Registration Fix for /moai db and /moai design (2026-04-23)

Summary

Patch release addressing slash command registration for /moai db and /moai design workflows introduced in v2.13.0. These commands existed as internal skill workflows but lacked the .claude/commands/moai/*.md wrapper files, preventing them from appearing in the Claude Code slash command menu (accessed via /).
