v2.13.2 - Agency Cleanup & Template Drift Resolution (2026-04-23)

Summary

Patch release completing the v2.13.0 /agency deprecation cycle ahead of schedule and resolving template/local drift across 60+ skill and rule files. The /agency redirect wrappers (originally scheduled for removal in the next minor version per REQ-DEPRECATE-003) are now fully removed. Template/local drift accumulated since v2.13.0 is resolved, restoring HUMAN GATE quality gates, Drift Guard, effort field on reasoning-intensive agents, and the v2.13.0 DB Detection pipeline (Phase 4.1a) to local projects.

Breaking Changes

None. The /agency command stubs were already marked DEPRECATED in v2.13.0 with a clear migration path to /moai design. Users who did not migrate will now see an "unknown command" error instead of the deprecation redirect.

  • Evolvable blocks (Common Rationalizations, Red Flags, Verification) restored across 41 domain/foundation/workflow/library/platform/ref/tool skills

  • Template/local skill drift: 41 skill files synced to pick up evolvable blocks added in recent template updates
  • Missing effort field on reasoning-intensive agents caused Opus 4.7 to use default reasoning budget instead of configured level
  • moai/workflows/project.md local version missing v2.13.0 DB Detection caused /moai project to skip DB inspection phase

요약

v2.13.0에서 예정된 /agency deprecation 제거를 앞당겨 완전 제거하고, v2.13.0 이후 누적된 템플릿/로컬 드리프트 60여 개 파일을 해소하는 패치 릴리즈입니다. REQ-DEPRECATE-003에 따라 다음 minor 버전 예정이던 /agency redirect 래퍼가 제거되었고, HUMAN GATE 품질 게이트, Drift Guard, 추론 집약 에이전트의 effort 필드, v2.13.0 DB Detection 파이프라인(Phase 4.1a)이 로컬 프로젝트에 복구되었습니다.
