Description
Removes stale Jest setup from packages and example apps that no longer use it after the rstest migration.
This PR deletes unused Jest config files and obsolete spec tsconfigs, removes unneeded Jest type/dependency entries from the affected package manifests and template, and updates the lockfile accordingly. Jest itself is intentionally kept where packages still have active Jest test scripts.
