Proposal evaluates replacing ArchTrack's self-hosted agent layer and OpenClaw ghost-shift scheduling with Managed Agents. Pilot candidate: ArchTrack heartbeat monitor. Downstream: pricing check, data isolation review, cost comparison vs self-hosted.

Proposal: pilot OpenClaw lead-sourcing on Spawn (multi-model routing, always-on). Compare vs Claude Managed Agents (PR #39) for workload routing. Downstream: read Spawn docs, pilot one agent, add to TOOLS.md.
