Switches to using release-plz for publishing to crates.io, updating change log, ensuring sem-ver compatibility, etc. I'm already using it in more_collections and I think it's much nicer. This will also give us more control over when exactly a release is created and avoids creating nonsense releases where no Rust code was changed.
