Added quartet library (faster than ts-json-validator)

I have a problem with charts, but probably you will want to add this library for comparison

 quartet:
    12 437 849 ops/s, ±5.67%   | fastest

  runtypes:
    301 454 ops/s, ±7.62%      | 97.58% slower

  toi:
    177 929 ops/s, ±8.41%      | 98.57% slower

  ts-json-validator:
    8 355 530 ops/s, ±5.85%    | 32.82% slower
