Mobile responsiveness issues in accounts settings notice and account-settings page

Current Behavior

• the account page notice card in settings page is not responsive as it was before.
• account-settings page has become unusable on mobile.

Expected Behavior

should be responsive for mobile and medium screens.

Steps To Reproduce

For notice card:

1. Go to settings page
2. Delete the local storage item with key 'accountSettingsMessageDismissed'
3. Refresh the page

For account settings page:

1. Go to accounts-settings page
