Support Xamarin.Android on linux

Xamarin.Android is opensource and is built for linux, and JetBrains Rider even has help for using it, But MonoDevelop doesn't support it, this is despite VS for Mac which was based on MonoDevelop having support.

Please add support to MonoDevelop for Xamarin.Android.

I'll note here that Xamarin.Android's support for Linux is currently being reactivated, after a long time of being broken: dotnet/android#4160

This is a prerequisite for having MonoDevelop build Android projects.
