Initial First Feature

Please initial First feature by following these criterias:

• Create first method to console log "first: {message}" where the message is a string argument.
• Export them as public API, so the user can consume by import { first } from '@moonsteer/gitops-example' and invoke it by passing an argument e.g. first('a message')
