Update ETHEREUM_SUBMODULE_COMMIT_OR_TAG and ETHEREUM_TARGET_VERSION to the latest commit of go-ethereum qa-test branch (7102d0cc2bad, 2026-06-26), then run make update and make submodules to sync module deps and the go-ethereum submodule pointer.
