Process does not exit after sending url to browser

I clicked on a link (in outlook or slack) and browser picker chose the default browser and opened the link, but the browserpicker process did not exit
When I alt-tabbed, I could see the browser picker window, but I could not activate it. When I killed the process in task manager, the window dissapeared.

pretty sure this has happened to me once or twice as well, but it's super rare so a bit hard to reproduce and test for
