Supervisor discovery fix

• Declare the WhatsApp Supervisor discovery service in add-on metadata with discovery: [whatsapp] and whatsapp:provide.
• Move server startup until after route registration so /health exists before discovery is published.
• Improve the discovery registration warning message for 403 responses.
