[Bug][a11y] Toolbar menu is recreated when double tapped anywhere outside the opened menu

Steps to reproduce

1. Have an opened tab for a webpage.
2. Turn Talkback on.
3. Tap on three-dot menu of the tab toolbar. Twice.
4. Exit the menu double-tapping outside it.

Expected behavior

Double tapping outside the menu should dismiss the menu.

Actual behavior

Another browser menu is opened on top of the already opened one.
