Remove the old treeherder-heroku RDS instance and associated security groups/rules, and remove it from the IAM policy. Also pull SSH and ICMP access in the remaining security group for dev/stage/prod as it's no longer needed. https://bugzilla.mozilla.org/show_bug.cgi?id=1309395#c16
