This fixes the jobs in the workflow to run on tags. CircleCI doesn't run jobs on tags by default, so we have to explicitly tell it to.

This fixes the jobs in the workflow to run on tags. CircleCI doesn't
run jobs on tags by default, so we have to explicitly tell it to.
