add new agents on the fly #208
Description
when we don't have enough agents to run a test, we simply error out.
It would be nice to offer a mechanism to add new agents on demand. And just kill off agents that are bored.
This can be done by driving the circusd daemon via a circusctl-based API.
For the sake of stack simplicity maybe we should provide a loads-agents daemon that embeds circusd and that would be in charge of running agents.
