Collect username, email (of parent guardian for <13), and birthday.
Form for creating account should adapt once the required birthday field is chosen. If it's < 13, the user can't pick their own username, and must supply parent / guardian email.
Page will display the badges, user can click on badge for info as well as apply through here. Has search.
