[Task]: Permissions followup

Description

I identified some followup work for permissions after #15837:

for django admin views, create a new permission :

• viewing add-ons
• viewing collections

For reviewer tools views, create a separate permission for:

• viewing source code

Acceptance Criteria

• Permission to view Addons in django admin - Addons:AdminView
• Permission to view Collections in django admin - Collections:AdminView
• Permission to view the (separate) source code in reviewer tools - Addons:SourceDownload

@wagnerand-moz for the source download permission, will you take care of adding the new permission to relevant acl groups, or will you expect it to be set via a migration?

It will be Addons:SourceDownload.

If a migration is needed, what are the groups that need the permission adding to them? I'll need exact group names (the group pk may not be consistent across envs).

Added in Reviewers:Addons group on dev the following permissions: Addons:SourceDownload, Addons:AdminView, Collections:AdminView -> worked as expected. ✅
