[Task]: Build Scanner pipeline prototype

Description

Build prototype with current customs implementation (can be built entirely in addons-server using the existing customs implementation, api key would no longer be in settings but dynamic, and response from customs don’t need changing, it would become the standard)

Acceptance Criteria

• Prototype scanner pipeline framework
• Customs can be called
• Include way to register a scanner (admin and/or cli)
• Document endpoints and how to register a scanner
