Description of Code / Doc Changes

• Re-arrange addtest questions so that functional test adding isn't awkward
• Avoid addtest collecting py3.14 pytest artifacts
• Key reportable on manifests instead of directory contents
• Fix git hook breaks because input bombs in non-interactive sessions
