Or possibly just a menu. Or maybe a collapsed list of links. Need to think out the semantics. Anyway here's the design:

Some requirements:

• top level is not a clickable link
• all items display when open (no overflow:scroll!)
• title and list display when JS is not available

There's a good chance that the details JS can handle the hide/show functionality.
