Check path is in revision before publishing on Phabricator #2005
Description
In before/after, we don't check if the issue path+line is in_patch (as we are in before_after !).
But Phabricator does not allow any inline comment outside of the modified files on the diff (which makes sense).
So in before_after we still need to validate that the path is in the revision to be publishable
