Implement Firefox Send Intercept UI

In order to run a survey and recruit interview participants for Q4/2020 work, we need to run an intercept survey...

Can we use the same ui I had for the last survey? The modal one that shows after you upload, à la #1307

I'd prefer the bottom banner so that the users have more control: It doesn't disrupt in the middle of the task It persists until dismissed Lmk your thoughts.

It's just a matter of dev time, 10 minutes vs half a day.

Thank you for explaining. Even though it will take longer, the banner will work better and I believe we'll have the opportunity to reuse it in the future.
