Add CONTRIBUTORS file?

Seeing a few PRs lately from names I don't recognize. We should be good citizens(tm) and make a CONTRIBUTORS file so we can recognize them.

Not sure what the contribution barrier is to be listed on the Firefox Send Test Pilot experiment page is though: https://testpilot.firefox.com/experiments/send

NOTE: Since this operates purely on Git commits, it doesn't include all the other people that have contributed directly or indirectly (legal, marketing, catering, etc).
