Incorrect tag counter displayed for (some) tags

Steps to reproduce
Steps to reproduce the behavior:

1. Go to https://support.allizom.org/en-US/questions/all?show=responded
2. Search for the test tag inside the Tags search field.
3. Click on the returned test tag.
4. Remove the test tag filter and look for the app-crash tag filter.
5. Click on the app-crash tag filter.

Expected behavior
Step 3 & 5: The returned questions reflects the counter displayed for the filtered tag.

Actual behavior
Step 3: No questions are returned.
Step 5: Only 1 question is returned (instead of 4 -- what the tag counter shows)
