Export independent packages #2541

I think this was discussed/mentioned before but I cannot find any issues for that.
web-ext‘ dependency tree is huge despite my previous efforts, with 472 dependencies at the moment.
Since web-ext is made of several separate commands, what do you think about exposing them separately a-la-monorepo? sign and lint already live in separate packages (sign-addon and addons-linter) so the work is just around run and build (which would be a tiny and useful package)
