🐞 Cannot move focus to overlapping windows with matching positions and sizes

Bug Description

If overlapping windows have identical positions and sizes, the action to “Focus Next In Stack" cannot reach it.
Even the slightest difference in position or size will allow it to reach its destination.

Steps to Reproduce

1. After opening multiple windows, use actions like “Right Cycle” to arrange them in the same position and size.
2. Verify that the “Focus Next In Stack” action cannot move focus to the window behind.

Expected vs Actual Behavior

Expected: I thought repeatedly executing “Focus Next In Stack” would allow me to move focus to all overlapping windows.
Actual: It is not possible to switch focus to the window behind.
