Amazon Linux 2 w Ruby 2.6.10 - msgpack requires Ruby version >= 2.5.

I am consistently seeing an issue when installing msgpack as part of installing the fluent-plugin-prometheus gem for td-agent v3.

Fetching: msgpack-1.7.2.gem (100%)
ERROR:  Error installing fluent-plugin-prometheus:
        msgpack requires Ruby version >= 2.5.

Ruby version:
ruby 2.6.10p210 (2022-04-12 revision 67958) [x86_64-linux]

Is there any way I can get v1.7.2 installed?

The rubygem error message contradicts that. I suspect it's using another version of Ruby installed on your system.
